Conscientious objectors of the digital space, who demand absolute secrecy at any cost, cannot strip the Sovereign People of their means of self-defense. This brief presents a realist, democratic alternative originally published in August 2025: Semantic Vigilance at the Reading Stage. It is a model designed to preserve mathematical transit while reintroducing the essential reflex of societal self-defense.
The ongoing legislative and public debate surrounding the European Union’s « Chat Control » initiative has reached a dangerous deadlock. On one side, democratic states face an authentic and critical vulnerability: the weaponization of end-to-end encrypted (E2EE) channels by criminal networks, bad actors, and forces of social destabilization. On the other side, proposed solutions rely on mass, a priori surveillance (Client-Side Scanning before sending), which effectively destroys the presumption of innocence and turns every citizen into a preemptive suspect.
This brief introduces a paradigm shift originally published in August 2025 on En attendant la Renaissance: Semantic Vigilance at the Reading Stage (Vigilance sémantique à la lecture). By shifting the automated analytical lens from the sender (emission) to the recipient (reception), we can preserve absolute cryptographic transit while establishing democratic, accountable safeguards against critical societal harms.
The Core Concept: Shift the Scan to the Screen
Existing « Chat Control » frameworks demand that messages be scanned on the device before they are encrypted and sent. This destroys the core principle of E2EE and establishes a structural backdoor.
The alternative proposed in this paper shifts the mechanism entirely:
- Absolute Freedom of Transit: Messages are written, encrypted, and transmitted through the network without any filtering, scanning, or delay. The sender’s presumption of innocence is structurally guaranteed.
- Local Semantic Analysis at Reception: The local device performs a scan only at the moment of reading—after local decryption, a split second before the pixels are rendered on the screen.
- Advanced « Camouflage » Detection: Rather than relying on easily bypassed keyword lists, the local on-device NPU (Neural Processing Unit) monitors for semantic clouds and contextual dissonance. It detects the structural signatures of evasion, linguistic camouflage, and adversarial manipulation.
- Democratic Oversight as a Sovereign Shield: The local AI models do not report to a sovereign state or a private monopoly. They operate under a strict, independent, and auditable international governance body comprising citizens, magistrates, and NGOs.
Why This Reconciles Liberty and Security
- No Prior Suspicion: No user is flagged for merely communicating. The check occurs only upon the consumption/exposure of potentially destructive content, honoring the analog rules of physical mail.
- A Defense Against Societal Self-Destruction: It acknowledges that absolute, unmonitored digital secrecy can become a vector of systemic instability. This model provides society with a defensive reflex without turning it into a panopticon.
- Preservation of Cryptographic Trust: The network remains mathematically secure. The encryption keys are never weakened, escrowed, or shared.
